President and CEO
Steve Estrine is the founder and President of SAE & Associates. He has over thirty five years of experience as a high level administrator, strategic planner and program developer in mental health and substance abuse for the most vulnerable, at risk population across the life span. Dr. Estrine has held positions as Director of Adult Psychiatric Services of the New York State Office of Mental Health, Director of Public Sector Psychiatry at New York Presbyterian Hospital, and Director of Program Development at North Shore-Long Island Jewish Health Systems. Dr. Estrine’s primary interests, experience and successes are in programs addressing the needs of persons known to the criminal justice system, persons with co-occurring disorders of mental illness and substance use, persons or families who are homeless, veterans, and the application of Health literacy to the issue of improving access to health care for special needs populations.
SUSAN LIEBOLD
Chief Operating Officer
Susan Liebold has extensive experience in nonprofit project management. Serving as program officer for Pact, a nonprofit organization that implemented capacity-building initiatives for local organizations in Africa and Asia, she ensured project fidelity and adherence to donor regulations through program monitoring and financial oversight. Ms. Liebold is a professional photographer whose work has been exhibited internationally.
HEIDI ARTHUR, LMSW

Heidi Arthur has more than 12 years of experience in human services project design, implementation, and administration. At SAE, her work in the last two years alone has yielded over $23 million for programs benefiting children and families. Ms. Arthur has previously held grants management positions for both the New York City Department of Health and the New York State Office of Mental Health, where she had oversight responsibility for the $40 million children's service component of the post-9/11 Project Liberty program. She has also developed and implemented a community-based outreach program initiative for pregnant and parenting substance abusers.
FRANK GUIDA, PhD
Consultant, Evaluator
Frank Guida is a psychologist, trained at the University of Chicago. Through his role as evaluation director for SAE and Associates he currently oversees six Substance Abuse and Mental Health Services Administration (SAMHSA)-funded grants. For many years he was a psychologist at the University of Medicine and Dentistry of New Jersey-Community Mental Health Center, where in addition to practicing psychotherapy, he conducted epidemiological studies of pathological gambling and was on the staff of the Research Diagnostic Project funded by NIDA and the National Institute on Alcohol Abuse and Alcoholism.
MARIA MESSINA, PhD
Consultant, Evaluator
Maria Messina is a cultural anthropologist with more than 15 years of experience in public health, specializing in intensive short-term and large-scale ethnographic, qualitative research; research instrument development; training and implementation regarding drug and alcohol misuse and treatment among adolescents, adults and special populations. Dr. Messina speaks French and Arabic and is a Fulbright scholar and a Social Science Research Council Fellow for her research in North Africa on gender, sexuality, and Islam.
